Development Communication: 
how to harness communication tools in order to boost engagement with partners in developing countries

with Dr. Sarah Karinge, Development Consultant and Post-Doc Researcher at the Vrije Universiteit Brussel

In the diplomatic field, the rules of international protocol provide guidelines on the courtesy and etiquette required while conducting affairs between Governments and other stakeholders within the international cooperation arena. Traditionally, communication in international relations only occurred between States, a trend that has now changed with Non State Actors (NSAs) playing an increasingly important role.   However, the key role of career civil servants in forging important relationships between their governments, host governments and other stakeholders remains critical, hence they are expected to facilitate bilateral and multi-lateral negotiations while at the same time projecting the image of their countries, in order to boost bi-lateral and multi-lateral operations.     Given the current state of international affairs, it is time to revisit some of the major clichés about the role of communication in foreign policy, international relations and diplomacy, in order to address the challenges posed by existing socio-economic conditions.

This discussion will cover topics such as the fundamental concepts of Development and Development Communication; open innovation diplomacy and communication; reliance on non-diplomatic channels; and intersections between media, public opinion, governance, and development and demands for enhanced outreach and accountability amidst dwindling resources.  With an eye on future developments, Dr Karinge will consider some challenges and prospects of communication practices in international relations between the North and South.

Sarah Karinge, Development Consultant and Post-Doc Researcher (VUB)

Sarah Karinge holds a PhD in Communication Sciences and a Master’s Degree in Business Administration from the Vrije Universiteit Brussels, a post-graduate Bachelor’s degree in Information Science, and an Honors degree in Public Administration, from Punjab University, India.   As a consultant, Dr. Karinge has worked with European Consulting Agencies and some organs of the United Nations.  Since 2004, Dr. Karinge has been the contact person (pro bono role) for sub-Saharan African countries at the International School of Brussels.  In the early part of her career, Sarah worked as Information Manager for Tetra Pak in Kenya.

De jaarlijkse studiereis van de Louis Paul Boonkring gaat dit jaar naar de hoofdstad van Hongarije, Boedapest, niet alleen wegens de turbulente en verontrustende trends in dit land maar ook omdat Boedapest een stad blijft waar Europese geschiedenis geschreven werd.

Jan Balliauw (VRT-journalist) zal eerst Hongarije historisch en geopolitiek situeren in de ruimere context van de recente evoluties in Oost- en Centraal-Europa.

Daarna zal hij twee progressieve Hongaarse leden van het Europees Parlement, Benedek Javor (Groenen) en Peter Niedermüller(Sociaal-Democraten) op zijn inleiding laten reageren en hen een paar thema’s voorleggen : vanwaar komt de sterkte van Fidesz? zijn er regionale verschillen? wat is de positie van Hongarije in de Vizigrad-context (Hongarije, Polen, Tsjechische Republiek en Slovakije) met Orban als de duidelijke aanvoerder? hoe uit de impasse geraken i.v.m. het vrije verkeer van personen (detacheringsrichtlijn) en vluchtelingen? vanwaar komt de verdeeldheid van de progressieve krachten in Hongarije (2 groene , 3 sociaaldemocratische partijen en een communistische partij) en hoe zien zij de toekomst?

Debate Progressive Politics in Hungary

The annual study visit of the Louis-Paul Boonkring (*) brings us this year to the capital of Hungary, Budapest, not only because of the turbulent and worrying evolutions in this country but also because Budapest remains a city where European history has been written.

Jan Balliauw (journalist VRT) will start off by situating Hungary historically and geo-politically in the broader context of recent developments in Eastern and Central Europe.

Then he will give the floor to two progressive Hungarian Members of the European Parliament, Benedek Javor (Greens) and Peter Niedermüller (Social Democrats) to give their opinion on his presentation and to express their views on issues such as: where does the strength of Fidesz come from and are there regional differences? The position of Hungary in the Vizigrad context (Hungary, Poland, Czech Republic and Slovakya) with Orban as the clear leader? How to get out of the impasse about free movement of persons (secondment EU directive) and refugees? The political situation: where does the discord amongst the progressive forces in Hungary come from (2 green, 3 social democratic parties and 1 communist party) and how do they see the future? Of course, there will be plenty of time for questions and answers.

How does Switzerland freeze, confiscate and restitute assets of corrupt Heads of State, politicians and high government officials? How to prevent that these suspicious funds end up on Switzerland’s financial centre? For a long time – contrary to popular misconceptions – Switzerland has developed an innovative legal framework and has launched international initiatives. How will Switzerland further uphold its pioneering role? As the process is complicated the challenges are considerable. Nevertheless, the results are here. The efforts need to be continued – with determination and creativity.

Ambassador Roberto Balzaretti, responsible for the asset recovery dossier at the Swiss Federal Department of Foreign Affairs FDFA, will present the instruments that his country puts forward in order to strengthen the fight against proceeds from corruption.
